Q:   Why do we have R&R's?

    A:   

 

    The Board of Directors has attempted over the past years to ensure that all homeowners are in compliance with the CC&Rs.  For the most part homeowners have maintained their investment in their property as we have seen many homes repainted and fresh landscaping installed.  However, Crystal Ridge is over 20 years old and some homes are showing their age and are not being maintained.  In addition, some homeowners disregard some of the basics of compliance with the CC&Rs and create an unsightly and untidy image of Crystal Ridge.  This causes the value of all homes in the neighborhood to suffer and when we compare our neighborhood to others, especially newer homes, Crystal Ridge is looking tired and old in some respects.
 
   The CC&Rs provide the Board some ability to enforce compliance, however, they offer more “bark than bite”.  The proposed Rules and Regulations add some “bite” in the form of financial penalties should homeowners violate the rules described in the Rules and Regulations and CC&Rs.  Some of the rules described mirror City of Puyallup codes and some are specific to Crystal Ridge (view restriction requirements for example).  The overall intent is to improve the look of Crystal Ridge and make this one of the most desirable neighborhoods in which to live in Puyallup.
