   A halfway house has proposed near the corner of 23rd and Shaw Road to house up to 20 felons and sex offenders.  Residents in the surrounding area have protested this house and have contacted the Puyallup City Council to prevent this from happening.

   Below is information for your review and consideration

1/22/13 *****PUYALLUP HALFWAY HOUSE MORATORIUM UPDATE***** The city has decided to combine the public hearing with the city council meeting on 1/22/13 @ 6:30 PM.

**** On Aug 7, 2012, the City Council voted 7-0 to impose a 60 day moratorium on halfway houses in residential areas.  On Sept 25th, the City Council plans to hold a public meeting on zoning for halfway houses in residential areas. Public testimony will be used to create "findings of fact" that would justify the moratorium and allow it to be continued.

**** The Puyallup Planning Commission meeting will include an informational overview on the halfway house moratorium in residential areas. The meeting agenda does not include a public hearing. No new business will be conducted on this issue until the Public Hearing before the City Council. Those with an interest in this issue should attend or submit written testimony for the Puyallup City Council Public Hearing on September 25th. Comments received at the Council�s September 25th Public Hearing will be used to create the findings of fact that would extend the moratorium on halfway houses in residential areas of Puyallup. ****

The Commission reviews and makes recommendations to the City Council regarding amendments to the Puyallup Comprehensive Plan, amendments to land use regulations in the Puyallup Municipal Code, and the assigned zoning for proposed annexations.

Proposed Halfway House at 23rd & Shaw  (8/08/12)

1)  On 8/7/12, Puyallup City Council passed a 60-day moratorium on halfway houses.

3)  Moratorium wording linked above was revised during the council meeting and passed 7-0 by the council.  Major revision was the addition of the following wording added to the end paragraph "A. "Imposition of Moratorium":

 ...For purposes of this ordinance, a "halfway house" shall include, but not be limited to, adult family homes, boarding homes, dwellings, residential care facilities, residential treatment facilities, and uses of similar nature, at which two or more persons reside or congregate, when such persons have been found to have committed, or have been found not guilty by reason of insanity, or have been convicted of:  a serious violent offense, as defined in RCW 9.94A.030(45), a violent offense as defined in RCW 9.94A.030(54), a sex offense as defined in RCW 9.94A.030(46), or one of the following Class B felonies: Residential Burglary (9A.52.025), Burglary (9A.52.020), Malicious Mischief 1 (9A.48.070), and Theft 1 (9A.56.030).

 The Puyallup City Council is holding a Public Meeting Aug 1st at 6:30 pm to discuss the proposed halfway house. Public Notice was posted on the City of Puyallup web site.
